First, IMHO, you are asking for console features and functionally far beyond what is offered by z/os. It would not matter if you are using a 2074, Visara, or whatever. TSO/SDSF might be a better fit. Consoles are intended to be dedicated devices and physically secure.
Second, use of firewall rules means that you can no longer say your host is protected by RACF. It now is open to anyone on that network. Firewall rules are ok for PC's. But this is the big time. It is highly doubtful you would get by a knowledgeable auditor. There are products that allow one PC to viewed/controlled by another. That's one reason we do not permit interconnection to the company LAN. We have no problems with consoles reconnecting after IPL with our 2074 and Visara. The connection fails (as it should) if the 'device' is not operational at IPL. Otherwise, no problem.
