You don't need UADS in your TSO PROC; probably better not to have it. Just 
use a Rexx like this one when you want to use the ACCOUNT command:

TRACE N /* Change option as needed */ 
/*---------------------------------------------------
"ALLOC DD(SYSLBC)  REU SHR DA('SYS1.BRODCAST')" 
"ALLOC DD(SYSUADS) REU SHR DA('SYS1.UADS')"
