I don't believe that the file number was ever limited to 255. The field in the HDR1 label is 4 digits, from 0001 to 9999, and I believe it has always been that way.

The field containing the number of blocks in a file was increased, from 6 digits to 10, some years ago

I remember trying to create a volume that had more than 255 files on it. I ran into issues. This was approximately 10 years ago.

I remember vaguely looking through HSM's CDS's a while ago and seeing a field that was 1 byte that indicated the relative file on the tape. Again this was a while ago (before the huge capacity drive became available). I thought that HSM used that field to skip to the file where the migrated was on the real of tape.

Both of the above are remembrances so I could be incorrect. I do remember coming up with a message (from the converter) that 255 was the max, IIRC.
