Will that possibly be changing in the future? It would be nice to be able 
to do some changes, especially when implementing a new technology like 
OSA-ICC.  There would have to be a means of marking some consoles as 
"protected" or something though, to prevent mistakes from leaving you in a 
console-less (inconsolable?) state.

No.  An IPL is required to change the CONSOLE definitions in CONSOLxx.
