Correct. You can only unload into a dataset with the characteristic
required by the unload program. For IEBCOPY it's VS, for IEHPROGM it's
FB and for XMIT it's FB.

Perhaps IEBEDIT or IEBPTPCH? Or any of a number of programs from the
CBT?
