Would POSIX pipes be an alternative?  Comes with z/OS at no added cost.

IDCAMS REPRO is pretty good at copying between data sets with unlike
attributes.

How profound is the reformatting that requires a "long set" of IEBGENER
jobs?

Would a Rexx filter be an alternative?
