Because you are still using the linklist libraries on it.

Why would you expect anything else? If you want to be able to vary it
offline, then don't put any linklist libraries on it.

Then you need them at IPL time. You can create and delete new linklist
sets, but you can't remove the data sets in the IPL-time linklist.
