There have been some good discussions in the past which suggest that the DFP access methods don't use STARTIO directly. Those few dedicated vivisectionists of I/O working at ISVs and the IBM folks working in DFSMSdfp & z/OS IOS can talk about this with some authority but with OCO and withdrawal of PLM's there is precious little externalized documentation.
