Both of those names point to the same thing; the BINDER. It has been
this way for a long time. The old linkage editor is still shipped "just
in case" anything goes wrong in a rebind of something truly arcane. IBM
renamed the linkage editor to HEWLKED(?) so you would have to go out of
your way to access it.
