Did someone say "keep us informed how this works out?" No matter. Here's my resolution.
CLIPB.EXE that Arthur T. suggested turns out to use the PC-DOS "text file" convention of quitting at the first x'00' byte. For the TRANSMIT file I tested with, that turned out to be after seven bytes. Scratch CLIPB. Arthur T., in a private correspondence, suggested some similar "freeware" named koppi. I use the word "freeware" in quotes because the software was free but there is a $24.95 charge for downloading it. Bleep koppi. Another kind soul sent me assembler source for a base64 file encode and decode program written in assembler for z/OS. It's sort-of limited to 80 byte records but that's good enough for TRANSMIT files, so I think it's good enough for me. Thank you! I say "I think it's good enough" because I have not actually tested it yet in the client environment. I'm not in that barrel today. Have a good weekend, everybody.
