Maybe it is not the best method, but:
We have a long running server,it weaks up time to time in very 0.01 sec,
even it has nothing to do.
Some of our customers has complaind about the CPU consumption, and we would
like to check it, an empty machine what is the CPU usage of the server if it
is in idle state.

I don't understand this requirement.
If there are spare cycles, give them to the batch jobs.
Don't cancel them after 10 elapsed minute.
This makes no sense to me.
If there aren't any cycles, the job will not execute.
And, arbitrarily cancelling is not productive.
If your server has work to do, and your policy is set up correctly, then all
will be well.
But, if a job has not completed its work, the user will just have to
re-submit it.
This leads to a loss of productivity.
Aren't computers supposed to improve productivity?
