First, do NOT use IRRUT400. It can split one database into multiple
pieces, or it can recombine a split database into one. It cannot merge
separate databases.
IBM does not offer any formal tools/utilities to do such a merge. It is
possible to do one, with significant manual effort assisted by the
DBSYNC tool from the RACF downloads page at
http://www-03.ibm.com/servers/eserver/zseries/zos/racf/goodies.html and
some hints from the RACF-L mailing list archives.
RACF-L is the appropriate place to ask about that. If you're not
