I believe that it would be in the long term best interests of IBM corp though not necessarily of IBM DB2. I dislike making it economically unjustifiable to move Oracle workload to the z series and feel that in a sense it brings up the possibility of anti-trust considerations in terms of the other vendors being denied access to a facility.
