Agreed. However the schedulers have the functionality *BECAUSE* of lack of this functionality in the OS. There are many ISV tools which solve common user needs, needs known for years and ignored by IBM for years. Another example would be all lack of even basic scheduler (don't tell me about JES $TA) or WTO when job failed (non-scrollable one).
