System reset needs to be done to get rid of possibly hung RESERVES that were/are not cleared when the system is wait stated (or so I was told). System reset is done automagically in a parallel sysplex (note the parallel - the CF needs to be there) for all systems except the last one when an SFM policy is active. No special automation is needed here. The system reset is done via the CF. This is called 'Isolation'. It cannot be done for the last system, so has to be done manually for that one last system. If you always get that message it indicates some problem either in setup or with some ptfs, so one should go investigate. IXC402D is issued when either a system is not responding anymore to the CDS OR via signalling (I almost had a heart attack when I saw a life occurance of that one for the first time) or when there is no SFM policy. This was part of an original recovery procedure as far back as I can remember XCF being there. The original message text was 'Reply down when MVS is down', and "down" wasn't really defined. I believe that around that time the RESERVE problems first surfaced. My standard chant in those days was 'You have to system reset before replying DOWN'. The message text got changed later to include the phrase 'when system has been system reset'. Hope that helps (and I didn't sound too much like re-hashing the past).
