One would think that IBM would not have problems like this. I thought that 
parallel sysplex, capacity on demand, and all the other catch phrases that
marketing uses is designed to prevent this type of problem. Not good 
advertising for prospective customers.

That's extremely common. If you get too many of these, try the alternate 
server.
