The best place to check this is the IOCP manual for the specific processor type, one of the appendixes has a list of machine Limits.

These manuals are available on Resourcelink. Also check the zSeries Connectivity Redbook..

Your right that 16k is the maximum device limit on a Ficon chpid on all z boxes... Well sort of.. until you try to SPAN the chpid across multiple CSS. And then you find out that each device you define is multiplied by the number of CSS you have. Effectivly the 16k limit gets divided by the number of CSSs.. Not the sort of thing you need to find out part way thru a migration!. Its not documented anywhere but we did finally get a response from IBM that this is the way if works.
