I seem to have heard that Contro-M could do this. You'll have to check for
yourself, though; I have no experience in the matter.

We are running ESP on zOS successfully with a mix of local (mainframe)
and Unix JOBs and a mix of dependencies. I don't know if the Unix
control interface is something builtin or if a special ESP component is
involved.
