The "Passed URL" is identical to that Phil posted and, depending on browser,
loops back to the login screen.  I suspect the server uses the "Referer:"
field to verify (weakly) that the user has passed through the login screen
rather than deep-linking (as Phil did).

I believe "Referer:" is permitted but not required (if you believe otherwise,
provide a citation), and eschewed by some users of some browsers as a privacy
issue (I may not want any site to know any part of the URL of my bookmarks
page, for example.)
