If you are paying for z/OS, you ARE paying for a license for the COBOL
run-time library, which is the Language Environment element of z/OS.
It is no different from paying for the VS COBOL II run-time library,
except that ALL z/OS users are paying for it now, and everyone with z/OS
can run COBOL, PL/I and C programs with the single LE library license.
It is legal (and the only supported way) to do it this way!
