The why, because they set it up that way. Beyond that you would have to ask the people that designed it. Could be part of their multi-layer security plan.
The how? Well they just installed something like VNC or some type of X-Server on Windows. I use Cygwin and X-Cygwin to remotely access *inx boxes.
