In fact it is well documented. No surprise.

However you have two choices:
1. Don't care about CKDS itself, just have the keys kept inside. Those keys can be in clear form (more reliable, less secure) or in encrypted form (a transprot key have to be established). Not good for large number of keys, unless the keys are on electronic media. 2. Create the CKDS on downlevel machine and move it onto uplevel. In your case you have to create the CKDS on z/900 and then move it to z/990.
