Sounds like you tried to cancel the user via SDSF with a "C" in front of their TSO id. True? If so, then try a "real" cancel "CANCEL U=userid". In SDSF, but the "command character" (usually a slash) in front. Are you getting a $HASP message about lines exceeded? If so, note the JES2 number and try to purge that via $PTnnnnn (or $PSnnnn or $PJnnnn as appropriate.
