The RACF-L list would be a good place to ask, but I have a rexx program
on the programs section of my web site / CBT called RACFUDEL that
reads a RACF unload and reports on obsolete users.  It also creates
command / utility input to remove the obsolete users from the RACF 
Database, remove their RACF dataset profiles, and delete their
datasets and aliases from catalogs.
