You could try adding the REXX Alternate Library ('hlvlq.SEAGALT') to the
Linklist. I don't know if that will fix the problem, but it certainly
couldn't hurt.

Unfortunately I still have no idea what's bad. I don't have REXX
compiler. I have never found such message before.
