And I just read the "What's New" for SMP/E v3r4.03, which describes
an "Improved" Load Module Build Facility, which makes the search
order flexible -- if some data set can't be allocated, it will try
to get by with the others.  Ugh.  Sounds nondeterministic.  I hope
there's a way to disable this facility.  I need to RTFM.
