Ed, I'm not sure what you mean by system volumes, but I usually put everything under SMS management with the exception of the SYSRES Volume(s) and dedicated Paging volumes.
In almost all shops I've worked in the past the SYSRES set of volumes cloned and hand tailored in a way where it makes little sense to try and "system manage" them, so I don't try. Everything else though is under SMS. Everything means everything - no exceptions. One of the best things about SMS design is the less you exclude, the simpler it becomes. Most of the typical pushback I get relates to HSM, but this is simply solved by having a management classes that equate to never migrate, never back-up, or both if that is required. YMMV, but I find a 99.9% SMS managed is the simplest, easiest and most reliable way to run.
