It is VWLC.
Having 31-bit machine you pay software fees based on your 100% MSU.
Having z9 you have two advantages:
1. MSU is reduced to 81% of real (technical) value.
2. Having z/OS you can switch your MLC to VWLC and pay for real CPU
consupmtion (4-hour rolling averages, etc. etc.). In that case you can
afford more powerful machine. Caution: there are fees which are still
total MSU - based, or the price does not depend on MSU at all. YMMV, etc.
