Hmmm.. I installed SMP/E 3.4 several weeks ago and it is docuemented
in my PGMDIR:

hlq.SMPE.V34.PGMDIR(QM000365)

Are you using the softcopy (data set) PGMDIR that came with your CBPDO
or something else?
