Yes is the simple answer.

You will need to create some sort of job to do this.  You can used HSEND 
LIST or interrogate the MCDS (MCR) records to find out everything on ML2.  
Sort this list by VOLSER and then create some job streams to issue RECALL 
commands for all of the files on a tape.  HSM will then know that there 
are numerous files waiting for the RECALL and so will keep the tape 
mounted.

Optionally you say you’re converting to ML2 DASD; if so, the easiest 
option would be just to recycle the entire ML2 tape volume and presumably 
your new HSM allocation logic will create the recycled files on ML2 DASD.
