Define new development? Most small to medium businesses evolve current working/paying applications to add form and function. It's a question of will this work with our existing system(s). I've seen good and bad, overfunded and underfunded, great success and dismal failures from trying to jam stuff together without complete knowledge of all the pieces and the impact on existing systems.
These extended support contracts have no bearing on _new_ development. New is new. (In this case, we were discussing DB2 V8.)
For example, I know there are still some large Asian companies running MVS and OS/390. That has no effect on the z/OS development plan.
I've heard that up until just a few years ago, there were still some companies running S/370-based systems. (There may still be some!) That has not slowed the evolution to 370/XA, ESA/370, ESA/390, and now z/Architecture. If anything, things are evolving faster now than they did before.
