Are you running this program in a SWA=Above environment?  I'm not sure if
COBOL does anything differently for SWA=ABOVE but I think I remember
something about LE overhead increasing under certain circumstances if 
SWA=BELOW.

Look at the Init that your running this in and get back to me.
