Cris has valid points.   Some vendors take more risk by change proposed RFC
responses. 

The interpretation of the RFCs are critical to it actual working with
different server & clients. Years ago when I worked at a TCPIP company doing
level 2 support, we simply relied on our disciple of capturing the right
trace and trusting our engineers to interpreted the RFC correctly. That
said. 

Get a TRACE of the session establishment and telnet negotiation.
