It is my understanding that 1047 was created in response to a user
Requirement to be congruent to 8859-1.

Nonetheless, and dismayingly, even various IBM products differ
about whether LF and NL should be swapped when converting between
1047 and 8859-1.  (OEMVS311 swaps them; CMS Pipelines doesn't.)
