Actually an IPL may not bring them back!  I am playing with our brand-new z9bc 
and lost one of my consoles as well.  Since I'm just playing right now, I went 
ahead and IPLed the LPAR and the console didn't come back.  As the other 
repliers said, you need to vary the devices back to console status, either from 
an SDSF session or from the HMC.  I brought it back from the HMC using the 
command V consolid,CONSOLE

We are using two OSA Integrated Console Controller to communicate with our 
system consoles for our z890. We temporarily lost the network communication 
between the two OSA interfaces and the two PCs that emulate the consoles so we 
lost our two consoles. Is there a way to recover these consoles sessions 
without doing an IPL?
