In a prior life we did something similar. We took our procedures that were
stored in a PDS and wrapped HTML around the members and stored them in a HFS.
This documentation was available from a z/OS web server. I think the guy who
did this used something in SAS to generate the HTML.

One thing I am considering is setting up a Wiki that our programming
staff could use for their own documentation purposes, detailing batch jobs,
workflows, etc. (For our shop, I am thinking about using a Linux guest under
z/VM for this purpose, but I haven't had a chance to evaluate it yet.)
Anything that lets people see some of the possibilities of z/OS is a
good thing.
