The facility is often available but incognito.  For example, in Fetch
it's called "Send Host Command ..." in a pulldown menu.

What vendor?  I'm likely not familiar with whatever product, but perhaps
some other contributor to this list ...

Do I understand you can issue the SITE UMASK from a Win client, but not
from a UNIX GUI client?  If so, until you get a resolution from the
vendor, use a linemode UNIX FTP client.

For some chores, GUI is highly overrated.
