There is an old German saying to the effect that everything not
mandatory is prohibited. One of the few cases where it is applicable
is AC(1). Linking as AC(1) when it is not necessary is dangerous and
your auditors should raise a red flag if you do it.

AKAIK the only cases where AC(1) is appropriate are where a privileged
program does a task with RSAPF=YES, and I know of only five such
cases:

 1. The ATTACH of a jobstep
 2. The ATTACH of the TSO TMP by the TSO SM
 3. Authorized TSO CALL
 4. Authorized TSO command
 5. Authorized TSO service
