Quick thoughts:
1. RLSE
Check RLSE, or "SMS RLSE" (management class parameter).
It can be the reason in case when the dataset is closed and then reopen
again.
2. Change DD, create permanent dataset. make the allocation twice, see
the parameters after the job, compare it to DD specification.
