FWIW, it's at a customer site and I can't just check it with ISPF, but
you've probably provided the clue I needed to locate the problem.

Absolutely it is possible. DATACLAS *can* set RECFM. JCL *can* override
it.

Go into ISMF and select Option 4 from the ISMF primary menu. Then select
"1" to list the available data classes. Look at the values for DCTEMP. 

Or, talk to your storage admin, who must have set some of this up,
including the automatic assignment of DCTEMP for all temporary datasets.
