I have had repeated problems with various IBM web site(s) and every
time I reported it it went no where. One time I actually got a
response . It was for a free download of a white paper. After
repeated complaints they seem to have gotten the issue fixed.
I am thinking that IBM only hears about an issue after filling
multiple complaints.
Go figure but it does seem to work (sometimes).
