Innovation Data Processing's FDRREORG product could be used to do this.
True, FDRREORG can release space while reorganizing the VSAM clusters,
but our COMPAKTOR product (aka FDRCPK and FASTCPK) would be the product
of choice to quickly release excess space from VSAM clusters (and other
datasets). You can tell it to retain a certain percentage of the space
