Your question is very confusing.
Can an OMVS user submit a batch job? Yes, unless prevented by
the security system.
Can the batch job update SYS1.PARMLIB? Yes, unless prevented by
the security system.
What are you really trying to accomplish?
Most updates to PARMLIB do not take affect automatically.
Something else must happen such as performing an IPL or issuing the
appropriate SET command.
Once a program is executing, it doesn't matter all that much if
it is in a batch job or a started task. Certain options, such as
trusted, apply only to tasks but the preferred method of authorizing
access is via the security system.
