I think it was a typo in the manual. The Summary of Changes section in the 1.5/1.6 manual suggests the change was effective with z/OS 1.1.
I believe a cold start should not be needed. From the manual: Modification: Cold start. If originally specified with 5 characters and the fifth character is removed, then $T operator command is allowed. This last sentence is what should save you from a cold start.
