It's not entirely clear what you want to do here.

Are you saying that you want to be able to use FTP on a single system -
perhaps for some sort of testing purpose?

This doesn't seem to make too much sense when you introduce the idea that
you want to have a predictable search order.

Also I don't really understand the connection between "hard coding" JCL and
having a predictable search order.

Perhaps I'm misunderstanding the searching you are concerned about. Perhaps
it isn't searching in order to convert names to IP addresses but in order to
convert services names to port numbers or protocol codes to protocol
numbers - but then all you are interested in is FTP.

The more I look at this the more questions there are.

It doesn't really explain anything but I am aware that Cisco uses "loopback"
addresses in the same way that CS IP uses VIPAs. Has there been some
confusion of terminology by contact with the world of Cisco?

Is the trouble you are having that CS IP is unhappy when there are no DEVICE
and LINK statements? If so it might be satisfied with the content of your
PROFILE data set if you coded a static VIPA. I haven't tried this, it's just
a guess.

Why not start again and tell us all exactly what it is you want to do - and
don't forget the why because, who knows,  there might be a better way?
