In respect of being able to issue the TSO PARMLIB command:

I also run z/OS 1.6 ADCD, and like you did not have access to the PARMLIB 
command.

A quick review of the document, and page referred to be Ed Finnell gave the 
ability to issue the command.

I used the RACF Panels (M.3), and took Option 2 General Resource Profiles. 

On the General Resources Profiles Services Panel I took Option 1, Add, ten on 
the next panel set Class to TSOAUTH, and Profile to PARMLIB.

On the next panel I added YES at TO ADD OPTIONAL INFORMATION

On the next panel I selected the Access List option and then went through the 
remaining panels to give IBMUSER READ access. 

Once done it may be necessary to log off and log on again to pick up the new 
profile.
