Defined lpars that are *never active* are not really doing anything, are
they? So you are correct, there is no SCRT reporting requirement for
them.

If someone in POK's pricing area as given you dispensation for your
sandboxes, more power to you. If it is someone from your local team, I
would get it in writing.  

Lastly, while RMF knows about other lpar's capacity, does it know about
their product usage? Besides, it is a moot point. IBM made the rules.
You do not have to play the game. But if you do play, you must follow
the rules, collect the 70s and 89s from all active lpars, and run them
through the SCRT process.

That's also contrary to the answer got from IBM.
Whom to believe ?
BTW: T&C's does not mention not-IPLed LPARs (note: inactive LPAR could 
also mean LPAR which is not activated). So no requirement is someone's 
assumption, isn't it ?

Even single LPAR contains data about other LPARs capacity. AFAIK you can

run RMF reports covering all LPAR CPU usage.
