If you are talking physical cartridges, here is what we did. We inherited 
an ATL from the LAn group. All cartridges were removed and had new Z/OS 
numbers put on them, barcoded labels. Then we tossed them back inside. 
When a job asks for a scratch, it is relabeled then by the system. This 
has to do with an auto-response from our system, granted, but if the 
automation isn't present, then a WTOR is generated.

I'm not sure if this answers your question or not, but it was our 
experience.
