No way to reclaim the space. That is just how all KSDS's will work. But, can you possibly change the keys of the records being placed into the catalog? For example, a Mobius catalog/application? If so, Mobius allows you to change the format of the key which helps quite a bit.
Otherwise, might I suggest T-REX and our REORG command? It will allow you to reorganize the catalog without the need to pause any activity. Should you need to ever move, or increase the space of the catalog...that can be done without the need to pause activity as well.
