A couple of month ago, our storage admin and I decided to set the threshold to zero, from 70%. We were finding no movement and the occasional space abend. HSM went to migrating strictly due to age. When threshold management is on, HSM stops even if there are 'old' datasets out there. We cleared, on average, over 20% of each storage group. When in doubt.
